{"id":9992,"date":"2024-08-02T10:50:36","date_gmt":"2024-08-02T10:50:36","guid":{"rendered":"https:\/\/khabarok.com\/business\/9992\/"},"modified":"2024-08-02T10:50:36","modified_gmt":"2024-08-02T10:50:36","slug":"telanganas-financial-health-raises-concerns-cag","status":"publish","type":"post","link":"https:\/\/khabarok.com\/?p=9992","title":{"rendered":"Telangana\u2019s financial health raises concerns: CAG"},"content":{"rendered":"<p><\/p>\n<div id=\"content-body-68476665\" itemprop=\"articleBody\">\n<p>The Comptroller and Audit General of India (CAG) has raised serious concerns about the financial health of Telangana, highlighting a substantial increase in total liabilities, potential unsustainability of debt repayments, and mounting loans and debt servicing burdens.<\/p>\n<ul class=\"article-bullet-list\">\n<li><b>Also read: Telangana sets \u20b985,112 crore revenue target for 2024-25; 18% higher than previous year<\/b><\/li>\n<\/ul>\n<p>The report, which captured the State\u2019s financial health for 2022-23, reveals that Telangana\u2019s total outstanding liabilities, including off-budget borrowings, have reached a staggering \u20b94.68 lakh crore.<\/p>\n<p>This figure significantly surpasses the target set by the Fifteenth Finance Commission. It represents 35.64 per cent of the state\u2019s Gross State Domestic Product (GSDP), well above the prescribed limit of 29.70 per cent by the 15th Finance Commission.<\/p>\n<p>The report also highlights the escalating debt servicing burden faced by the state. In the next ten years, Telangana will have to repay \u20b92.67 lakh crore as principal and interest on market borrowings. This figure does not include the \u20b919,210 crore principal repayment due for borrowings from other financial institutions.<\/p>\n<p>The audit report, which was tabled in the Assembly on Friday, indicates that a significant portion of market borrowings was utilised for providing loans and advances to Public Sector Undertakings (PSUs), Special Purpose Vehicles (SPVs), and Autonomous Bodies (ABs) for servicing off-budget borrowings. This practice raises concerns about the sustainability of the State\u2019s debt.<\/p>\n<p>In addition, the State government\u2019s capital expenditure has been significantly curtailed, reduced by about 40 per cent of the estimated amount.<\/p>\n<h5 class=\"sub_head\">\nDebt sustainability<br \/>\n<\/h5>\n<p>Debt sustainability suggests that the net public debt available to the State Government would be negative after considering the outgo on servicing Off-Budget Borrowings. \u201cThis may put significant pressure on the State\u2019s finances and may push the debt sustainability of the State to an undesirable level,\u201d it said.<\/p>\n<ul class=\"article-bullet-list\">\n<li><b>Also read: Telangana govt bets big on agriculture, irrigation in \u20b92.91-lakh crore Budget<\/b><\/li>\n<\/ul>\n<p>\u201cAlso, a substantial portion of market borrowings were utilised for providing loans and advances to PSUs\/SPVs for servicing (principal and interest) of Off-Budget Borrowings. This is not a healthy practice from the perspective of debt sustainability,\u201d it pointed out.<\/p>\n<p>These findings paint a worrisome picture of Telangana\u2019s financial situation, with increasing debt levels and potential challenges in meeting repayment obligations.
